The customs value (also called the transaction value) is the price paid for the goods plus international shipping and insurance costs. The duty rate is determined by the Harmonized Tariff Schedule (HTS) code of the product and the country of origin. The merchandise processing fee (MPF) applies to most formal entries. The harbor maintenance fee (HMF) applies to ocean-shipped cargo. The effective duty rate shows the total percentage added to the goods value from all duties and fees combined.

Common Mistakes to Avoid

  • Using the wrong HS code. The 10-digit HTS code determines the exact duty rate. Similar products can have very different rates. A classification error can result in overpaying or underpaying duties, both of which have consequences.

  • Forgetting Section 301 tariffs on Chinese imports. Standard MFN rates for Chinese goods are often 0% to 5%, but Section 301 tariffs add 7.5% to 25% on top. The combined rate for many Chinese goods is 25% to 30% or higher.

  • Not including MPF and HMF in cost calculations. While individually small, these fees add 0.35% to 0.47% to every import entry and accumulate over high-volume import programs.

  • Assuming FTA rates apply automatically. USMCA and other FTA duty-free treatment requires a valid certificate of origin and compliance with rules of origin. Without proper documentation, standard MFN rates apply.
